As Director of startup operations of the New Orleans’ based Caribbean Basin Initiative Program, Mobley designed and implemented a marketing and promotion strategy which covered twelve states in the U.S.A. focusing on trade and investment opportunities in priority countries of Honduras and Belize.  He was successful in generating over $10,000,000 of new non-traditional business within nine months of startup, along with:

 

*   Organizing a new approach for trade missions which put entrepreneurs, investors, brokers, agents, and bankers together to close deals

*   Carrying out policy dialogue on trade issues with foreign government officials

*   Facilitating Organizational Development process of collaborating associations in developing countries

*   Developing U.S. market opportunities for Costa Rican producers through national packaged food sales organization

*   Negotiating "cut and sew" licensing arrangement with Esprit Clothing Company and a Mexican manufacturer

*   Consulting small businesses on import of gift items, handicrafts, costume jewelry, casual and antique furniture reproductions and specialty food products

*   Identifying manufacturing opportunities for Sears World Trade in Puerto Rico, Panama, Mexico, and Jamaica
